dehorning and nursing calf

I have a neighbor who practically allows his cattle to die of hunger and I've called animal control repeatedly over the years.  The current problem is that one of his poor, bony cows has horns that are growing into her skull.  Again, many calls to animal control.  The last excuse given (to which the director thought might have merit although admitting knowing nothing about cows) was that she couldn't be de-horned because she was nursing.  Doesn't make any sense to me as the calf isn't a newborn.  Your thoughts?

they whole thing sounds strange...how do you know the horns are growing into its skull?  they usually grow out of the skull...not into it...

and i really cant think of a reason a cow couldnt be dehorned while nursing a calf...unless the horns had to be surgically removed...and then im not even really sure it would be a problem...

do you have any pictures of this cow?
