Newborn calf not drinking

We had a bull calf born by C-Section at 2:00am on Saturday morning.  The heifer was induced 10 days early so her milk hasn’t completely come in yet.  The vet had me give the calf colostrum right after he was born but he would only drink a pint.  Since then he will not take a bottle and I don’t think he is getting much, if any, milk from mom.  I was able to squirt a tiny bit out of her back right teat.  How do I know if he is drinking from mom.  We have been checking and we haven’t seen him try since yesterday and yesterday he would suck for 15 seconds then move to the next teat. This is the first calf we have had and it’s been a crazy experience so far.  We don’t know how he should be acting or how often he should be trying to nurse.
