I noticed that in the November Shorthorn Country.........page 54......the delegates are listed. For instance Kansas has 3. I thought that they used to have 5. I noticed that some states.....Georgia has 10 votes and one delegate but it says no delegate elected. There are more states that have1 delegate no delegate elected. So what happens to say Oregon who has 18 votes- one delegate- and no delegate elected? Are these votes in states with no delegate just not used because no one presents for the state? Could someone stand up from say Oregon declare himself the delegate and then vote. Its not a big deal but I was curious. There are about 13 states with delegates not elected.
