building new barn whats the best floor for pens?

Whats the best floor for livestock pens?  Concrete with rubber on top, Concrete with wood on top, or Dirt/sand.

I wouldn't do concrete any place where the cattle are intended to be penned or stalled. Definitely concrete the wash rack area, not the stalls.
