Why do some people put center blocks in their
steer pens?, I have seen the steer step up on it to eat or drink
What is the purpose of this?

I would guess they are trying to build the rear like they do with sheep and a ramp. I do not think you get the same results with cattle as you do with sheep, walking on a slope would do more for muscle in my opinion.
