I was looking through their blog and noticed the cement they poured for their "alleyway" and thought it looked fairly smooth, too smooth for cattle in my opinion. Maybe im jumping the gun and they plan on addint rubber mats but i would have thought the time to add texture would have been when the cement was wet..... Any thoughts?

Depending on what they plan to do, they may astroturf their whole washrack/tie rail/alley system.  I know of a few pretty high profile club calf places that have done that.  But yes, I would have probably tried to texture it wet too.  And maybe they did.  I think its kinda brave and cool what they're trying.  Good bunch of guys too.

Last blog post showed pictures of the completed facility, cement still smooth. I wonder how wide the alley is. If your leading calves down it it should be fine, looks plenty wide for a working alley though.

They have all been around high quality facilities prior to building this one, I doubt there are any major problems with theirs.
