Yes, it is possible and she may conceive although fertility will be reduced.    I remember a Milking Shorthorn first calf heifer in my Father's dairy herd who cycled at 10 days and got pregnant to the bull we had running with the cows and delivered a fine bull calf to that mating the next year.

Last year had a cow calve on May 3.  Three weeks later she appeared to be in heat.  The vet came several days later to implant embryos and we had him check this cow to verify what I thought.  He said yes she had been n heat.  We were going to use her for a recip but he thought better wait till next cycle, which is what I thought.  He was coming back a couple weeks later to implant again so we waited 11 or 12 days, injected Estrumate, she cycled, he implanted an egg, and she calved this year on March 20 with that ET calf.  Moved her up about 6 weeks and with an embryo no less.  Sometimes it's better to be lucky than good!

Had a mainexredangus cow that would cycle quick and catch each year if we didn't watch her closely. The last year we had her she actually calved twice in the same calendar year.

I have had several cows in heat shortly after calving. I remember at least two cows that were bred and settled at 17 days, and several others at 21-25 days. 14 days does seem unusual but I think it could well happen.
