I have to agree with the vinegar, I have always had luck with dilluting a little vinegar in a bucket of water and pouring over your calf, scrub in and then rinse out with fresh water. Seems to get rid of dandruff easily.

Don't use too much vinegar or leave on too long or it will  bleach the hair.

What color is the heifer ? if she isnt white i wouldnt be washing with soap all that often because it takes all the natural oil from there hair .

If you have any double dip left try soaking the hair down at full streak, rub all the hair towards the neck area keeping the hair trained properly and let it almost dry before u blow it out.  I hope this works.

We just rinse, and if we have to wash we make dang sure to get all the soap out. Too much soap in leads to to not getting it all out, then the loss of the natural oils and dandruff problems. We use the vinegar and kleen Sheen mix when a dandruff problem shows up.
