i can think of a few alternative uses.
this technology should be used on teenagers by parents (oops, the government) to help with mating distribution so that selection is not based on discrimination.
Hmm, i wonder if we could do this for city planning. just think, we could give all legal american citizens one of these headsets and only the illegals would know what freedom is (same as gun control laws).
we could do market planning based on how and when people go to stores and help the government collect yet more data on how we act so they can act busy constantly reporting on how the economy is.
we could beep them to pay more taxes, go shopping more, etc.
we could just give them to women to use on men, so we men don't have to wonder where the signals are coming from any more for why we do things. they could even track eye movements and buzz us when we aren't focused. hm, maybe knowing why we do things would take the fun out of it.
perhaps r-calf, nais, or some other program can mandate it.
