False Heat?

Bred a cow that we have had problems with AI'ing. We bred her she came back in 21 days to the day of her last heat let everyone ride her and stood. She has supposed to been in heat this week and have yet to see anything. Is there any chance she could be bred just showed a false heat could be bred?
