I am happy to report that we went to another jackpot show and had a lot of improvement. While he was still worried with new people, he never got away and was even show two times without any big issues. The last day the judge even put his hands on him and he did not come un-done. Even though they did not place real well, my daughter felt like she had just won the purple. We tried to make the show pleasant for him, so we did not spend a whole lot of time clipping and fitting, just did basics and fed him his horse cookies he has come to love.

That's good news. Maybe those horse cookies could get him to get over it. Just ask a lot of strangers to give him cookies everytime he goes out. Maybe some show calves were not well socialized within their own herd so they feel unprotected all the time.  Calves are prime predator bait.
In a perfect world I guess you would buy them as pairs from the same herd and they would not feel so outnumbered when unfamiliar factors are introduced.
He's probably always going to have a low flight threshold, no matter what.

Sounds like you're making good progress - congratulations.

You're prob'ly past needing this now, but it might help someone else who reads this.  Another thing to try is to take him other places, not necessarily to shows; take him to friends places who show - tie him in their barn, work him with their calves, even if it's just for an hour or two.  Take him to another place where it's safe and there are good pens, and leave him overnight.  Have men he doesn't know feed him - not just the treats, but his regular feed.  Unless one is truly wild or mean, they'll usually come around with enough time and patience.
