Look at the spot really well for indications of ringworm.  MGT has been discussed on SP as an option to increase hair growth in patches.  The skin needs to be healthy before the hair can grow and be healthy.

Spray revive or some type of heavy oil on it about twice a week and that will help.

Get some MGT! Its mainly marketed for horses, and its very oily. Use it as directed and you'll be amazed with the results.

We use to rub lard on spots that lost hair and the hair grew back pretty fast. Something in the animal fat that encourages hair growth. If she does not have a fungal infection or anything pathogenic then conditioning and keep it clean should help hair growth.

When we would have an occasional show horse of my brothers get a wound that would scar we would use bacon grease to promote hair growth and help to cover the scar fairly quickly.  Have yet the need to try it on cattle, but wouldnt hesitate.
