How to get steer to hold head up

WE have shown steers for several years now but this guy has stumoed me. We tie our steer for four hours a day but it seems that he just lays in the halter instead of holding his head up. This guy regardless of being tied, walking or set up he always continues to lay in the halter and only holding his muzzle upwards. Any ideas or alternative methods? WE have never had a calf act like this before.

I would have an Animal Chiropractor look at him. Possible issue with lower cervical/upper thoracic spine. G-Luck

Thanks for the suggestions. I will schedule an appt today to have our local chiropractor come out and go over him.
