I have a 550 Billion dollar Jobs Bill for you. Build a channel system that takes flood waters from the North Dakota and Minnesota and sends it to the states in the South. It would be a 1200 mile channel with smaller systems running off of the main channel. Between the actual jobs created by people constructing the channel, think off all the support jobs that would be needed as well. Unlike road repair, even after the initial project was completed you would see jobs growth in the areas now being benefited with a new water source.

A fee would be charged for the water used, to offset the cost of the project, excess water would run to the gulf.
With flood waters entering the channel system, not only do you help states avoid drought, you save billions in flood damage.

Help drought stricken areas, divert flood water, create jobs.  A win, win and win situation.

the indian burial grounds, tiger salamanders, and hordes of other concerns would get in the way.

perhaps a more effective technique would be to insure human distribution by not favoring their consolidation for votes.

Forget charging for it...  employ all the people drawing unemployment and welfair and it should pay for itself and then some.    (lol)

Heck they can't even get the permits to build an oil pipe line from Canada down to the states because of the EPA regulations, how in the world do you think they would ever get that contaminated flood water (being a little sarcastic here) canal built to help out the ranchers they want to get rid of in the first place? I think its a great idea, but I bet there is so many regulations and red tape to cut through it couldn't get off the ground for at least a decade. Yes I know it sound like a conspiracy theory, or something to that effect, but at least we are having fun, unlike the guys bashing syndicates.
