There was one oddball case a couple years back where some guy was mixing dog food in a least cost feed formula for cattle. This got him fined cause you can use animal by products in pet food.....but not in rations for animals for consumption.

I think this may be a case of the original cause of BSE vs massive spread of BSE (feeding contaminated feed)...  theory goes that there will be some random mutations in any national herd, so a few minor isolated cases are to be expected from time to time.  There are some very interesting and wide ranging theories on why BSE developed in the first place (ie the first cow that was fed to all the other cows)...  nothing definitive though.

I did notice that fed cattle futures have regained their high since this cow was reported... so a collective meh from the market.
