Assuming hes quiet and tie broke but just stubborn: Tie him low in a nice spot with hay. After five or six hours try lead him to water. If he wont go try again in a few hours. If he still wont go leave him tied (in a nice spot where he can lay down) overnight and then try again in the morning. Keep trying every few hours until he leads. It wont take long, hell figure it out.

The cable halters work about as well to make a stubborn calf walk as they do to make a breaking calf stop.
