Well I could use some advice from someone who has had to deal with a steer that charges at you occasionally. Normally any steer that has changed me or someone else only does it once and than they are down the road. Unfortunately this steer going down the road is not an  option. The steer is not normally mean, actually he is good on the halter and good if you not near his head. He never charged me but the the kid that has him now is a different story. To me it looks like the steer will charge at the kid because the steer knows he will run away. The steer will not chase you, it’s more like he puts his head down and wants to threaten you.  Hitting the steering the nose or in the head only makes it worse, then he gets angry or starts to get mean. The steer is about 600 lbs. and  does not really have any other issues Like kicking or being spooky.

Learn the early signs, than, you can do two things

1.  Pull it to the side and release. Repeat till behavior changes. Don’t accept no change.

Is there a behavior you are doing that triggers him lowering his head?

Scratch him behind the poll.

Scratch under his tail head to the side.

If he puts his head down, move him off.

Get used to him taking a step to you if you are way 5 feet away.  Ask for one step. Ignore. Repeat till he’s near you, then scratch. If he misbehaves, just move him off. Watch his ears and his eyes and listen to his nostrils.
