We sent some cattle across to Illinois in early January.Getting the cattle tested and across was easy. All we needed to go to Illinois was a health paper signed by the federal vetrinarian as well as a permit number from the Illinois state vet. This was very similar to before the border closing. Each state has it's own regulations so check with your state vet officials and they should be able to give you more info.  Some of the other documents needed by the US customs took much extra time. There is something called an Ace manifest that is required on each vehicle that transports good into the US. It takes a while to get this figured out but it only is required once and then each additional trip is much easier. I am not sure, but only assume that a US citizen may not require this stuff. All I know id that I was told that this ACE manifest had to be done and you could be subject to a fine of up to $10,000 if you did not have it.
All in all, the paperwork can get a little hairy, but it certainly is not even close to impossible. Anyone up here who has made more than one trip says the first trip across has been the worst and every trip following that has been very smooth. ITK, I also know that Alta Cedar have also delivered a bull to Cagwins so they will know everything involved.
As for the exchange rate, it is presently bounding back an forth on either side of even par. Some days the Canadian dollar is 1 or 2 cents premium over the US Dollar. The next day the US dollar can have a 1 or 2 cent premium over the Canadian Dollar. It seems a bit crazy as to what can make it fluctuate. Back in December the Canadian $ got to having a 10 cent premium to the US dollar. I never thought I would see a US/ Canadian dollar being par, expecially when I think that 4 or 5 years ago the US $ enjoyed a 45-50 Cent premium over the Canadian $.
Itk... call me anytime.
