We have a monopoly steer that we can catch, tie, wash, blow out and walk fine - until he sees something new whether it's a car going down the road, a cat, a leaf....the minute he sees anything new he tenses up, gets bug eyed and tries to get away.  Any suggestions on what we can do to get him over this?

Have you ever tried tying him to an old show cow and exposing him to new things? It may help by offering him a "buddy" that he can't get away from and that can absorb his actions (jumping, trying to kick, etc.) Some calves just take longer to gain trust, while some may never truly trust someone.

I always try to introduce one new thing at a time. Sometimes they get used to easily  in a few minutes, sometimes it takes a few times of being introduced. Even baby steps are progress.
