i know what to do when i squat.

the only rule you need to know regarding steers that won't lead is that if you put slack in the rope before they do, the steer has taught you to lead, or leave.

i can't really see why this is so hard to understand.

I like to tie them up the first few times using inner tubes.  They're less likely to hurt themselves because there's some give there, but more to the point of leading, they learn quickly to step up to let the slack out of the rope.  Most of them lead right off.  Another thing we shoot for is not to automatically start out with someone tailing the calf when you first start trying to lead them - seems like if you do that, they always expect somebody to be behind them.  Obviously sometimes it's necessary, but the less you tail 'em the better, imo.
