Ya doing a little research it seems like this guy might have been raising feral hogs for game hunting, or was raising hogs and they were escaping from outside enclosures.  Had a Michigan DNR guy come talk to us at school and he said he as seen Durocs turn to watermelon babies within two generations and be very feral (though Durocs can have slight watermelon babies easily i would argue).  Sounds like this Michigan law has been in the works for a while.  Right now I am not seeing or reading anything credible that says this was horribly out of line.  These feral and wild hogs for hunting that escape cause massive damage and no way this guy can payout a farrowing unit that breaks with pseudorabies or brucellosis.  Feral swine control is the key measure for controlling both those diseases.  I am sure someone will find some reason to complain however.
