Poor Man Cooler

I am building a poor man cooler like I saw a few weeks ago on here out of a freezer and water pump.  We are trying to train and grow hair.  I think I understand the use of the cooler as a way to soak the steers after we rinse, twice per day.  My question is:  if you want them chilled then you just brush them and leave their hair to air dry...but how do you get the hair trained without blowing it?  If you blow them, then their hide is not chilled for long.  So to blow or not to blow,  that is the question! We need lots hair that looks good in about 1 1/2 months.

I normally take out our steers (my brothers and mine) and rinse them in the morning, then I take them in and brush them, then blow them off (to train the hair) and then I get out my spray bottle and mist them heavily with water. Once a day, I also brush in a mixture of 1/2 kleen sheen and 1/2 Mane & Tail. Then I normally rinse them again before I turn them out.
We don't have a cooler, so I put up our two fans and blocked out all the windows in their part of the barn, so it is pretty dark in there.

I like to get em cold, then hit each side with a blower one time to blow out the heavy water then I put them under the fans. After their dry you can work their hair more.
