I have never had a Sullivan chute, so I can't compare them.  However, I really like my Stierwalt one, except for the fact that it has a manufacturing problem.  The hole at the top in the front where the pins should go in, don't line up, so I am going to have to drill additional holes.

You shouldn't need to pin the top bars down in the front when it is set up. The calf is going to be pulling down on the head tie not pushing up.

Have you tried switching those top bars around?  Swap sides and/or ends and see if they line up right.  It's possible that yours got mixed up when you bought it, or before though.
