Stopping Frame Size Growth

I have seen talk on here before about "Burning One Out" and am curious if it actually works, and if so, what is the best way to go about it.  From what I remember in the past, it's basically feeding a finisher ration, or high fat, from the time they're younger, to build fat rather than frame.  Is this correct? 

if you want to get one to stop getting any taller, get them really fat. Feed they heavy. Then hold them back. They wont grow much taller.
