Sullivans black touch up finisher

OK sullivan's black touch up finisher, do you use it instead of the regular touch up or do you put it on after you put the normal because I have seen people go both ways at shows and I was just wondering what you guys do

We use brown, auburn to build a tad. Then use the blCk touch up then finisher touch up covers more area than finisher. The finisher just puts the glossy look to match the oiled up top half of the animal.
