Is your heifer pretty heavy? Is she carrying extra condition. When was her last hoof trimming and did they set her back on her hoof?

It never hurts to have a vet take a look at it. But in the mean time there are a couple things you can do to increase the circulation to that area and it will help remove some of the swelling. LIke humans with ice you can rinse the area with cold water. Let the hose run on that area in the evening for quiet a while. You can also use ICY HOT or BEN GAY those agents will increase ciruclation to the tissues and reduce swelling. They make a bolus of Asprin  which will alleviate some of the discomfort and swelling as well. But I would have a vet take a look make sure their isn't something infectious going on etc. You can also use horse linament spray on to help with swelling.
