Your question is pretty vague, you would get better answers if you were more specific.  I'm going to guess you meant how old would a heifer have to be before you can breed them...

You can breed as soon as they hit puberty.  The age varies between animals and breeds, usually anywhere from 10-13 months.  Another rule of thumb some people follow is to wait until they hit 60% of their mature weight.  Most people breed heifers at 13-15 months so they calve around their second birthday.  There aren't many good reasons to try to breed one earlier than 13 months in my opinion, you are asking for calving issues.
