The last week Ive been workin pretty hard with him please excuse the poor picture it was taken by a camera phone after I washed him and blew him out  for the morning

You might try soaking with mineral oil to remover the crustys.  I have never tried it on a calf but I have used it on the feather of a shire mare.  Let it soak bush in, soak some more, brush some more, soak, then finally wash it all out together.  Be careful you don't take all the hair getting the mud off.  LF

I've always been able to get them out by just soaking them in water then taking a plastic wash brush and scrub gently...it may take a couple of times but they should come out fairly easily.
