I am looking for strategies and techniques to teach my heifers how to stand and walk with their heads up without my little girls having to tug on the halter to get it up.  Any ideas or suggestions would be greatly appreciated!!

So my kids are tiny and that has always been a problem with them.  Poor kids are worn out trying to keep heads up in the ring.  Probalby comparable to us holding a bowling ball in one hand above our shoulders for several mins.  The one thing that helps us a lot is work in the barn.  Tie their heads up for extended periods.  Start at nose level and gradually keep tying them up higher and higher.  By doing this for extended periods it just seems any pressure will send their noses in the air to that "trained" position you worked so hard at while tying them up in the barn.  Hope this helps

Yep, tie their head up - increasing the heighth over time.  Let them stand for an hour or so everyday with their heads up.

Tie their heads in the rafters for awhile. 

Gradual is not something that I would do personally.  My opinion is, don't give them the choice to find a comfort zone.

The pictures show how we do it, and it seems to help.
