I have an idea for 2 late calving first calf heifers.  Can I CIDR but not breed after CIDR protocol and instead Lute 11 days after CIDR heat to get a better chance of a fertile heat?  I doubt they have cycled having calved only three weeks and a month ago.  First calf heifers are harder to settle for second calf, so I'd run less risk of wasting semen.  At least this is my thought.  Any other ideas?

It is not so much getting first calf heifers to settle than it is to get them to cycle.  CIDRs may help you get them to cycle a bit sooner but you should wait at least 45 to 60 after calving to use them.  Make sure they are in a least a Body Condition Score 5 or better.  Good luck!
