Type A clostridium

What can everyone tell me about this Type A?

Also, if you suspect a problem in the neighbor hood, but have no proof, (call it "lack of management), should you go ahead and vaccinate and risk introducing the vaccine into your herd, or do you wait and see?  Can you introduce something into your herd by vaccinating one year, but not following up the following years?
