Anybody have any good methods to grow new hair quickly that has been rubbed out?

Are you guys really small or is that second steer extremely large.

I have a steer that wants to itch all the time.  I'm assuming he has dry skin because of the cold temperatures.  He itches some hair out but doesn't rub until he's bloody like I've seen from others.  Anything I should do for him?
