How much of the dry soap should I use for say a scoop of grain?

I need help. My sisters 4-H calf won't stop bloating, he can't even eat grain anymore. If he has the littlest amount of grain (like a handful) he bloats really bad. Were worried about him surviving until Sept. yet along making weight for our sale. Any suggestions are welcomed. Thanks for your help.

To be honest I don't know I just know that everytime our vet has said that a heifer is good she has been. And everytime he says she a dud we still run them with our bull and theres never been one that breeds.
