I agree with the others that an antibiotic is called for; we use Baytril injuection + sulfa boluses for baby calves and it seems to clear up most anything here. good luck.

I am not a vet but just common sense would tell you that many things can and do go wrong with cattle pregnancies as they do with people pregnancies.  one reason for severe growth retardation like this is a poorly functioning placenta that never gives the calf enough to grow and develop...
