Based on the location, I would guess its dry skin. Your choice of bedding is probably adding to the problem. I would recommend using mane n tail (horse conditioner) on the effected areas the last thing before you put the steers in the cooler or out for the night. It will soften the skin and help...

Come to NW Wisconsin! We've had more rain lately than we know what to do with. We've got green grass coming out our ears, but up until the last week, have had a hell of a time getting the hay put up. We will also probably see our first snow in about September this year too!  ;)
