We dilute downy or any type of conditioner to moisturize the hair.  We only use vinegar at the shows.

Do you still have the sale catalog? what does it say in the catalog- reg pending or what?  Does it list what he could be registered as?  I would take this to the sale mgmt= they should be able to help resolve the issues.
