    Steer keeps pulling away and won't let me catch him

    This steer is calm and will let you rub him all over, brush, bath, blow, etc.; he  is calm in that aspect.BUT he won't let me catch him,have to pen up in a small quarters.when i do he pulls away and surly will not lead. anymore.He used to lead and walk and show and all the sudden he has reverted...
