This years we have a very good steer and wanted to feed him a very good ration. We decided to feed him the Grand 4-T mix. He doesn't seem to be growing as well as steers in the past. In the past I have fed whole corn with a pellet.

This is the ration we are feeding now.
60.0% Corn Rolled
15.0% Oats
5.00% Molasses
20.0% Grand 4-T-Fyer

Should we adjust this ration to more corn? Less oats?

Our fair isn't until mid July.

B4 you much changing of the ration, it would be a good idea to see just what he weighs and has been gaining. That way you can figure out what his fair weight may turn out to be.

I am guessing him being approx. 900lbs now. If that is right he has gained approx. 1.83 ppd. and he would be approx. 1100lbs by fair time. I'm hoping he gains more than that rate in these last 3.5 months.

First, is this Steer not Growing as you want, or not Gaining as you expect?  Your ration would define as a Finishing Ration (as in more Pounds Gained/Day).  At 1.83 ppd this Steer is either just not converting his feed into gain, or he is just not eating enough.

Adjusting your ration to less Corn, more Oats (Grower Ration) would allow your Steer to grow more Frame, but not add fat.

The Questions I would need answered to advise are:  How many pounds are you feeding, how many times per day, AND, How many pounds per feeding does he eat?

Two more questions, How long ago was he wormed & how long ago was he treated for external parasites?

He is eating 11 pounds twice a day.

I just picked up some  Ivomec and plan on treating him today.

I would like to start adding more cover.

Grab enough worming paste to hit him 2 times in the amount of time that you have left to feed him as well as the ivomec plus a weekly rinse with a capfull of Taktic in 5gallons of water will help with his general appearance big time.

Do what CAB says.  The Ration you are feeding should work for adding cover.  From what I could asertain, the Grand-4-T-Fyer does not contain a complete mineral package, so you might also supplement Vita-Ferm.  If the Steer were mine, I would feed your ration 15lbs. twice a day.  I would also get him on Rumensin, Bovatec or CTC.
