We are new to registrry of Angus cattle as any previous Angus cattle we had were purchased and alredy registered for us.  We are trying to find out the qualification to registrer as an Angus Heifer.  We have a third calfer who's Dam we believe was registered but we have no papers.  The cow came out of a herd that we know for a fact is about 90-95% Angus but they do not register many of there animals as they have approximately 1800.  We bred this cow to Lookout which we know is Registered Angus.  Is this enough qualifications to get the heifer registered in the Angus breed as my sister would like to show her in the Registered Angus class.  We are quite dumb to this so any pointers would be appreciated.

No.  The breeder and lst owner of your Angus cow must do the registering if she can be.  You will have to ask them to register her, and possibly her dam/sire  if they owned them as well.  It is not that costly to go back and register animals over 1 year old (I believe $25) but the owner at the time of calving must do the registering and transfer her to you.
Hope that helps :)  We transfered a cow to a person, and when he wanted to register the calf, needed us to do the work, because the calf was with the cow at the time of transfer.

To be registered as an angus, the calf must be from a registered angus sire and registered angus dam. In theory, angus must be 100% angus. 
So in order for your calf to be registered, her entire extended pedigree on the cow side would have to be caught up till it is current. If that is 10 generations then so be it. Also, beware that if you have to go too far back, the association will ask for DNA to prove the animals pedigree.
My guess is you have an "almost angus", now called A+ by Apex cattle company, that will make an nice cow and will have to compete in the crossbred division.
