Cheeky show steer help!!

Hi all I ha e a Brahman steer for a project steer for school this year, he only weighs around 270 kgs, but is really stubborn to work, when I pull and he finally does come he kinda lunches at you. He is perfect tied up, dosent pull back on his halter, as he is at school I can only work him once to twice a week at the most.
