dog neurological disorder

hay everyone,

My mothers dog (8 yr old) started acting strange about a week ago and since then she has gotten progressively worse. Every vet we have taken her to has been stumped, so please if anyone has even a suggestion please, please add your input.

Her symptoms are bizarre, she is having a vary hard time walking and her legs buckle beneath her, so most of the time she has been dragging herself with her knees. She also will not drink water, but eats fine and will drink broth.
She is in high spirits, wagging her tail and even trying to play. She has also gone in spurts, being near death to where she can lumber around and has even run (though vary ocward) and played all in a few hours.

She is a high energy dog,  who is trained in shutzen. This is dog that  could bring a 350 pound decoy to his knees. has anyone heard of something like this and could point me in the right direction?

The Vets have run every test they could think of and nothing has shown up. We will be doing X-rays tomorrow.

We don't want her to suffer so uthinizatiin has crossed our minds, but we just aren't ready to give up...so please, if you have any suggestion. Let me know.

So what breed... sheperd? Back legs ..front legs? It sounds like a disc in the back. x-rays would be very helpful.  How about blood work? Whats been done?

she is a bouver des flandres, it had started in her hind legs and then moved to her front. She was tested for all tick born diseases, complete cbc major, as well as a complete chem screen. examined by three different vets including a board certified orthopedist
