My Herford Steer will not budge! Please Help!

I have tried everything with this steer. I don't really want to drag him with a tractor but he won't hurt a fly so I am not sure what his problem is... Please, Help!!!!  <cowboy> (thumbsup)

What is he doing? i say tie him somewhere (in shade) leave him there and bring him food and water and show him u are a good guy. and after that tie his head up and rub him all over with a broom.

Assuming he’s quiet and tie broke but just stubborn: Tie him low in a nice spot with hay. After five or six hours try lead him to water. If he won’t go try again in a few hours. If he still won’t go leave him tied (in a nice spot where he can lay down) overnight and then try again in the morning. Keep trying every few hours until he leads. It won’t take long, he’ll figure it out.

The cable halters work about as well to make a stubborn calf walk as they do to make a breaking calf stop.
