Steer doesnt like head being touched

i have this shorthorn steer that doesn't like his head being touched. I can put the halter on him fine but trying to take it off he starts throwing his head around and you cant get it the halter off. any suggestions?

I had an old boy tell me once to not take the halter off until they stand and hold still. Then the halter coming off is a reward.

This is what I do with all of mine. Loosen the halter until he starts throwing his head, then pull it tight. Keep doing that until he realises that you're not going to take it off unless he stands still and waits. It'll take a while the first few times, but they usually pick up quite quickly.

It sounds like he is just being a turd and wanting that halter off NOW! Like the others have said make him wait until he can stand nice.  He will catch on soon enough.
