I have seen an inside leg that looked the same.  The one I saw was a fungus from not getting the inside leg completely dry.

I think he was probably used on fall born Herefords the most.  I have one that looks really nice.  I've heard to be careful of using on cows with soundness issues.  I've seen a few other promising Herefords.  There will be a lot of input by spring.

What are the feeding instructions?  How much do you give before a show?

I would watch him.  We have a lot of steers with the same issue early on, and about 90% seem to grow out of it by spring.
