I don't think you would have much luck. Joint supplements seem to help on cattle that are a little stiff and need help in moving a little more freely, especially on really heavy cattle whose joints are under a lot more stress. Short stride is more of a structure issue that can't really be fixed...
Lots of people dye. We dye before every show and it lasts quite a while. Rules or no rules, there's no way to "prove" that the calf has been dyed. I guarantee you the calves winning Angus shows have been dyed.

I've had to do this before too. We used some pieces of hair that we had already clipped off the calf with some tail adhesive. If the calf is black though I would use horse hair because you could paint it. Sullivans sells small bundles of it. I prefer to use a sharp pair of scissors to clip it...
