We have a cow that did the same thing this summer. We didn't realize she was doing it. Got a nasty case of foot rot too.

I had a steer that did the same thing, he had arthritis real bad and would stand in the rubber trough to relive his joints and feet.

What ive noticed, is if your calf is used to standing in a stream to drink before they are weaned off of their mothers, then when they get back to the barn or lots, they think they have to have their feet in the water to drink. All of my calves do this when I wean them from their mothers. They drink from a creek while in the pasture. This is just my case.

From what I see in the picture I would check that calf's temperature, and he maybe using the water to try to cool himself,

This is the exact thing that I was thinking when I looked @ the picture.

I agree with above two posts.  Steer looks like he doesn't feel well in the picture.
