I've seen both graphite and mortar dye used on cattle back in the '80s when twining legs was the rage.

We used to use graphite powder or mortar dye before we ever used twine.  Heaven forbid that stuff ever becomes "in" again - it will coat everything in sight (and out of sight, too - you'll blow it out of your nose and cough it up for days) and it really didn't do all that much good.  Glue and paint will do much more to build leg hair.  But if you have to try it, we got graphite powder at most any implement dealer (intended to be used as a lubricant in planters and grain drills) and mortar dye (just what the name suggests - used to turn mortar black) at a brick plant.  Graphite is the darker and shinier of the two, but still pretty flat looking if you use much.  Mortar dye is slightly larger granules.

Graphite poweder works very well.  It can be messy but it is effective.  You can purchase it at most farm stores.  I believe its original purpose was to put on wagons or old style gravity boxes to make grain run out smoother.  Not very expensive either.

It's most likely graphite powder and can be bought at most farm stores and any decent seed dealers.

You use it to lube treated seed so it runs through the planter without gumming up or sticking to the seed discs.  It's very good at what it does, but the stuff is so fine it's horrible and the slightest breeze will spread it everywhere.  It'll literally get on everything and easily works it's way into the pores of your skin while hanging around in your nose for days.
