the key word is reseller.  this is equivalent to derivative trader, or pyramid scheme. 

the government (and this guy's scheme) does all it can to interfere with contracts between two people and to derive income from producing nothing.

kinda like government health care.  to me, it's job creation for people who create and provide nothing and only adds to the cost and decreases service.
