Breaking in steer tips

Hi i am haveing so trouble getting my steer to stand still to set up his feet, he just dances around and No matter how hard I try I just can't seem to get him stand still, he stands good when I tie him up. Any advice would be appreciated! Please

Try keeping him tied, head kinda high and just mess with his feet over and over again.  Kinda like de-sensitizing a horse.  Also work on getting him to "walk" into the set if that makes sense so you dont have to do a ton of foot moving.
