I have a cow that ripped off a horn cap as a calf. When it healed it grew back a little croocked and is now growing close to her face just above the eye. It hasent caused any problems yet but Im looking to cut it before it does. Is this something I can do myself or does the vet need to? how would I go about doing it. Thank you

Just take her to the Vet. We usually have few born with horns so I dont mind burning a horn bud or cutting them out when they are small, but i dont think that i would mess with your current situation. On a lighter note all our 2012 calves are polled so no dehorning issues yet, but the fall calf crop is still on its way so we will see.

Dozer, we had a cow with a bit of a horn on one side and every year when we run her through the chute we use a little cable saw (i don't know if that is the technical term) and leave about and inch or so of horn and saw the rest off.  Works like a charm and they don't really seem to mind.  They sell them at the Coop and it is a little piece of cable with two small metal or wooden handles on each end of the cable.  Good luck.

We have a few cows with horns.  They get manualy dehorned as calves when we work them, but invariably a few we keep for replacements wind up with real horns.  At about 20 months old, our vet dehorns them when he PGs them.  He uses a device like a skill saw that is turned on its side with a guard/guide.  Looks and sounds like a medeival torture device, but it cuts them off flush with the skull and is so fast it really doesnt appear to be as painful as the old bolt cutter types.  Best of all, they never come back.

A calf band at the base of the horn will take it off in about 10 days.

This works great.  I worked on a ranch with horned Herefords, and we used to do a couple a year.  No blood,  no stress, simple.

Depends on the size of the base.  If you can get a band or two into the soft part it will work.
